Quick Answer

To ship goods to India as a foreign business, you need a commercial invoice, packing list, bill of lading or airway bill, certificate of origin, and an Indian importer with a valid IEC (Importer Exporter Code). Goods clear customs through ICEGATE and duties are assessed by HS code. With India's FTAs — UK, EU, Australia, UAE, New Zealand — many goods now qualify for reduced or zero tariffs.

Air freight: 3–7 days
Sea freight: 18–40 days
Customs clearance: 2–5 working days
FTA duty saving: up to 100% BCD reduction

India is now one of the most attractive destinations for international trade. With a middle class projected to cross 715 million by 2030 and a government actively opening its borders through Free Trade Agreements — the question is no longer whether to ship to India, but how.

India's National Logistics Policy (NLP) and the PM Gati Shakti infrastructure programme are transforming port efficiency, road connectivity, and warehousing across the country — making it faster and more reliable than ever to get goods into Indian hands. For foreign businesses, this is the right moment to enter.

03 — Process

How to Ship Goods to India — Step by Step

1

Confirm Your Indian Importer Has an IEC

Every legal import into India requires the Indian buyer or consignee to hold a valid Importer Exporter Code (IEC) issued by DGFT. Without this, your shipment cannot clear Indian customs. Your buyer can apply online at DGFT.gov.in. Do not ship without confirming this first.

2

Classify Your Goods with the Correct HS Code

India uses the Harmonised System (HS) code to classify all imported goods. The HS code determines the basic customs duty, GST, and any anti-dumping duty applicable. An incorrect HS code leads to delays and penalties. Confirm the right classification through ICEGATE or a licensed customs broker in India before shipping.

3

Check If Your Goods Need Indian Regulatory Approvals

India requires specific registrations for certain product categories before they can be imported:

  • BIS — Electronics, toys, helmets, pressure cookers, and many consumer goods
  • FSSAI — All food, beverage, and dietary supplement imports
  • CDSCO — Pharmaceuticals, medical devices, and cosmetics
  • WPC — Any product with Bluetooth, WiFi, or wireless technology — one of the most commonly missed approvals for IoT devices and smart appliances
  • Plant Quarantine (NPPO) — Fresh produce, seeds, and agricultural products
  • Drug Controller — Narcotics, controlled substances, specific chemicals

These approvals are obtained by the Indian importer but must be confirmed before shipment leaves your country.

4

Prepare Your Shipping Documents

Missing or incorrect documents are the most common cause of delays at Indian customs. Ensure the following are ready and accurate:

Commercial Invoice
Packing List
Bill of Lading / Airway Bill
Certificate of Origin
Insurance Certificate
Shipping Bill (your country)
Bill of Entry (filed in India)
Regulatory approvals (if applicable)
5

Choose the Right Shipping Mode

For bulk cargo by sea, read our detailed guide on FCL vs LCL shipping to understand which container option saves you more.

ModeBest ForTransit TimeCost
Sea FCLFull container loads — bulk cargo18–35 daysLowest per CBM
Sea LCLSmaller shipments — shared container25–40 daysPay per CBM
Air FreightUrgent, high value, perishable cargo3–7 daysHighest per kg
Courier / ExpressSamples, documents, parcels under 30kg2–5 daysPremium
6

Understand Incoterms — Who Pays What

Incoterms define who is responsible for freight costs, insurance, and customs duties at each stage.

EXW

Buyer arranges everything from your factory gate

FOB

You deliver to port — buyer takes over from vessel loading

CIF

You pay freight and insurance — buyer clears India customs

DDP

You handle everything — delivery to buyer's door, duties paid

Most common for India: FOB and CIF. Your freight forwarder will advise the best option for your trade lane.

7

Understand Indian Customs — How It Works

All imports into India are processed through ICEGATE. The Indian importer or their customs broker files a Bill of Entry online. Duties assessed include:

  • Basic Customs Duty (BCD) — varies by HS code and FTA status
  • Social Welfare Surcharge (SWS) — 10% of BCD
  • IGST — typically 5% to 18% on CIF value + BCD
  • Anti-Dumping Duty — applicable on select products from certain countries

⚠ FTA Benefit: If your country has an active FTA with India (UK, UAE, Australia, New Zealand, EFTA), your goods may qualify for reduced or zero BCD. You must provide a valid Certificate of Origin to claim this benefit at Indian customs.

8

Choose a Reliable Freight Forwarder in India

A good Indian freight forwarder handles your entire shipment end-to-end — from coordinating pickup in your country, booking the vessel or flight, managing Indian port handling, customs clearance, and final delivery to your buyer's door. For first-time shippers to India, working with an experienced forwarder is essential to avoid costly mistakes.

06 — Cost Savings

How to Reduce Your Shipping Cost to India

Claim your FTA duty reduction

A valid Certificate of Origin can eliminate or reduce Basic Customs Duty — sometimes saving 10% to 100% on duty alone. The single biggest saving available to most foreign shippers today.

Choose LCL for smaller loads

If your cargo is under 15 CBM, LCL is cheaper than a full container. Read our FCL vs LCL guide to decide which works for your shipment.

Book early — avoid peak season

Sea freight rates spike October to December and after Chinese New Year. Book at least 3 to 4 weeks ahead of your preferred sailing date for the best rates.

Get documents right the first time

Document errors cause customs holds, demurrage, and detention at Indian ports — adding USD 500 to 2,000 per container per week. A good forwarder pays for itself immediately.

Use an ICD near your buyer

Routing cargo to Dadri ICD for Delhi / NCR or Pune ICD for Maharashtra reduces last-mile trucking costs significantly vs clearance at the main seaport.

Consolidate shipments

If you ship regularly, consolidating multiple smaller orders into one monthly shipment saves on per-shipment handling, documentation, and clearance fees.

07 — Mistakes to Avoid

5 Mistakes That Cause Delays at Indian Customs

Undervaluing goods on the commercial invoice

Indian customs cross-checks invoice values against market benchmarks. Undervaluation leads to re-assessment, penalties, and shipment holds. Always declare the correct transaction value.

Missing or incomplete Certificate of Origin

To claim FTA benefits, you must submit a valid Certificate of Origin from an authorised body in your country. Missing this means your shipment pays full MFN duty rates.

Shipping regulated goods without prior approval

Goods requiring BIS, FSSAI, WPC, or CDSCO approval that arrive without valid licences are quarantined and returned at the importer's cost. Always confirm approvals before shipment.

Wrong HS code on the shipping bill

An incorrect HS code triggers a mismatch flag in ICEGATE. The shipment is then held for physical examination, adding 5 to 15 days to your delivery timeline.

Not coordinating with the Indian importer on KYC

India requires KYC documentation from the consignee for certain shipment types. Missing KYC can block customs release even after duties are paid.

08 — Restrictions

What You Cannot Ship to India

India has a clear list of prohibited and restricted imports. Shipping any of the following will result in seizure, legal action, or return at the exporter's cost.

Completely Prohibited

  • Narcotic drugs and psychotropic substances
  • Counterfeit currency or forged documents
  • Obscene or pornographic material
  • Wild animals, birds, endangered species
  • Beef and beef products
  • Fake branded goods

Restricted — Licence Required

  • Firearms, ammunition, and explosives
  • Satellite phones and encryption equipment
  • Drones — require DGCA permit
  • Certain chemicals and fertilisers
  • Seeds and planting material — NPPO
  • Radioactive and nuclear materials

Conditionally Allowed — With Approvals

  • Pharmaceuticals — CDSCO approval
  • Food and beverages — FSSAI licence
  • Electronics — BIS certification
  • WiFi / Bluetooth products — WPC clearance
  • Alcohol — state excise permit
  • Medical devices — CDSCO registration

What documents are required to ship goods to India?

To ship goods to India you need a commercial invoice, packing list, bill of lading or airway bill, certificate of origin, and insurance certificate. The Indian importer files a Bill of Entry through ICEGATE. Regulated goods such as food or electronics may also require FSSAI or BIS approval before customs clearance.

India has active FTAs with UAE, Australia, UK, the European Union, and EFTA countries including Switzerland. New Zealand signed its FTA with India in April 2026. To claim reduced or zero basic customs duty, you must submit a valid Certificate of Origin from an authorised body in your country with every shipment.

An IEC is an Importer Exporter Code issued by India's DGFT. Every Indian business that legally imports goods must hold a valid IEC. Without it the shipment cannot be cleared through Indian customs. Your Indian buyer can apply online at dgft.gov.in before your first shipment is dispatched.

Air freight to India takes 3 to 7 days from most countries. Sea freight takes 18 to 40 days depending on origin port. From Europe it is typically 18 to 28 days. From Australia or New Zealand it is 20 to 35 days. Customs clearance in India adds 2 to 5 working days.

India prohibits the import of narcotic drugs, counterfeit currency, obscene material, endangered wildlife, beef products, and fake branded goods. Restricted goods including firearms, drones, and certain chemicals require a special licence. Electronics, food, and wireless products need BIS, FSSAI, or WPC approval before they can legally enter India.

Claim your FTA duty reduction using a valid Certificate of Origin — this alone can eliminate basic customs duty. Choose LCL for shipments under 15 CBM. Book sea freight 3 to 4 weeks early to avoid peak season rate spikes. Routing to an inland container depot near your buyer also cuts last-mile costs significantly.
